This Number is Associated with Death
In Romans 1:28-32, There are TWENTY THREE things listed that God said, "they that commit such things are worthy of death, not only do they do the same but have pleasure in them that do them."

In 1Corinthians 15 56, Paul said, "The sting of death is sin and the strength of sin is the law."  Death = 23,  Sin = 13, Law = 10, 13 + 10=23
Therefore it takes sin + the law to bring death
If we take death (23) and subtract the resurrection (3) we have (20) or redemption
Try this with 11+ 12, .11= judgment + 12  divine authority or perfect government Now read Romans 1:32 again.
"Who knowing the judgment (11) of God (12 the divine judge), that they which commit such things are worthy of death (23)."
